Wards Plebiscite Loses

Bree reports on the wards plebiscite in Vancouver, noting that the question lost 54% with a 22% turnout and wonders about the implications:
We spent the walk to the polling place defending each position, and in the end neither of us was able to change the other's mind, mostly because neither side's arguments seemed particularly compelling. In the absence of strong factual reasons to pick on side or the other, it came down to picking the position supported by the least aggravating politicians. I surprised that 22% turned out to vote, since as Paul says in Bree's comments, a 10% turnout was expected. Devon and Jak are unhappy as well, the latter worried that the at-large makes for a corrupt system led by bureaucrat rather than the citizens.
