That was originally the pendulum for the National Debt Clock,
which once was a large LED-style read-out in big red numbers,
in their front window. When the national debt stopped making
news, they removed the counter which racked up the minute-by-
minute increases in our debt, but they left the pendulum
because it's a real eye-catcher.
