Anybody know what this is going to be?

Whatever this is going to be, it certainly seems like too much preparation for just your average single-family home in that single-family neighbourhood. Anyone have any ideas?
(It's on 3rd Street, West Van, just uphill from the intersection with Keith Road.)
Update: July 24th: Today was a busy day over on the construction site, with large trucks each hauling an extra trailer, taking away loads of gravel. Late in the afternoon, the operator of the backhoe parked it on a flat spot, jumped down from it, and moved away from it. I got a good look with the binoculars, and she's a 20-something brunette with long hair and a nice build. And all this time, I've assumed that those machines were operated by guys who chewed tobacco, had a noticeably strong 'aura', and punctuated their speech with a liberal dose of cuss-words. How wrong can I get?

The way she operates that machine, she makes it look easy, and I'm sure it isn't.
